· The period from 2025 to 2030 is the initial development phase. More than 10 high-level innovation platforms will be established, 1-3 100-MW-scale demonstration projects for green electricity-based hydrogen production will be cultivated, 1-3 pilot demonstration projects for hydrogen-based green marine fuel bunkering ports will be completed, 50 hydrogen refueling stations of various types will be constructed, 10 operational demonstration lines will be created in ports, industrial parks, or urban areas, the annual production of fuel cell vehicles will reach 6,000 units, and large-scale commercial applications of hydrogen energy will be realized. Priority will be given to advancing green methanol projects for marine power fuels, tackling related core technologies, accelerating pilot-scale and small-scale industrialisation, improving conversion efficiency, reducing production, storage, and transportation costs, forming industrial competitive advantages, cultivating and attracting leading technology enterprises, and establishing large-scale hydrogen-based green fuel supply bases. Efforts will be made to achieve a green hydrogen production capacity of 30,000 mt/year, a hydrogen-based green fuel production capacity of 100,000 mt/year, and a total output value of the hydrogen energy industry exceeding 60 billion yuan/year.

· The period from 2030 to 2035 is the rapid leap phase. The hydrogen energy industry across the province will enter a stage of rapid development, with comprehensive improvements in scale, quality, and efficiency. A green hydrogen production capacity of 100,000 mt/year and a hydrogen-based green fuel production capacity of 1 million mt/year will be formed. Green hydrogen will account for over 40% of the hydrogen sources in Fujian Province. An important green hydrogen and hydrogen-based green fuel supply base, transportation hub, and bunkering center on the southeast coast will be established. An industrial system covering multiple application scenarios, including transportation, energy storage, and industry, will be formed, with a total output value exceeding 300 billion yuan/year.

In terms of development paths:

The potential for diverse applications of hydrogen energy will be fully tapped, and the advantages of clean energy resources will be leveraged to promote the coordinated development of hydrogen energy with industries such as electricity, petrochemicals, oil and gas distribution, metallurgy, and transportation in Fujian Province, creating several hydrogen energy industry clusters and characteristic industrial clusters.

On the hydrogen production side: Relying on the advantages of Fujian Province's petrochemical industry, in the near term, the focus will be on the local supply of hydrogen as a by-product of industry, vigorously developing hydrogen purification technologies, improving the utilization rate of industrial by-product hydrogen, deepening the industrial applications of by-product hydrogen in fields such as steel, coal, and chemicals, driving the transformation and upgrading of traditional industries, and achieving the expansion and extension of the industrial chain for major petrochemical projects worth hundreds of billions of yuan. In the medium and long term, efforts will be made to actively guide the use of various renewable energy sources, such as wind and solar, for hydrogen production, gradually reducing hydrogen production costs and expanding hydrogen production scale.

On the storage and transportation side: Emphasis will be placed on developing high-pressure gaseous hydrogen storage and long-tube trailer hydrogen transportation, gradually improving transportation capacity along the path from low pressure to high pressure and from gaseous to multiphase states. A characteristic technical route using ammonia as a hydrogen storage medium will be promoted to achieve large-scale, long-distance transportation. Support will be provided for organic liquid hydrogen storage, solid hydrogen storage, and related materials and device manufacturing industries.

At the refueling end: Build hydrogen energy infrastructure centered around comprehensive hydrogen refueling stations, support the retrofitting and expansion of existing fueling and gas stations to include hydrogen refueling facilities, and take the lead in testing new hydrogen production technologies. Prioritize the construction of dedicated hydrogen refueling stations for logistics, ports, industrial parks, and sanitation services. Establish hydrogen-based green fuel refueling centers at national ports such as Fuzhou Port and Xiamen Port, with a focus on promoting the use of green methanol and green ammonia in ships, and exploring the refueling of sustainable aviation fuels.

At the application end: Promote the industrialisation of hydrogen-based fuels such as hydrogen-derived synthetic ammonia and methanol in the chemical industry; implement "hydrogen metallurgy" to replace carbon reduction in the metallurgical sector, advancing the green transformation of the industry; scale up the promotion of hydrogen fuel cell vehicles, ships, and construction machinery in the transportation sector, construct hydrogen energy demonstration transportation routes, and drive the clustered development of the hydrogen fuel cell key core materials and parts industries; advance the demonstration application of hydrogen energy in scenarios such as emergency backup power supplies and power grid peak shaving in the energy storage and power generation sector; actively explore the "hydrogen into households" science and technology demonstration project involving the blending of hydrogen with natural gas, guiding hydrogen energy into residential energy consumption terminals, and laying the foundation for building a "hydrogen energy society."

In terms of industrial layout:

Based on the development foundation and resource characteristics of the hydrogen energy industry in Fujian Province, fully leverage the leading and driving roles of leading enterprises, universities, and research institutes. Focus on creating a hydrogen energy industry development layout of "two cores, one guarantee, one corridor, and one network," forming a high ground for the output of hydrogen energy technologies, equipment, raw materials, products, and standards with influence radiating to regions such as the Guangdong-Hong Kong-Macao Greater Bay Area and the Yangtze River Delta.

Two cores and one guarantee: With Fuzhou and Xiamen as the cores and Zhangzhou as the guarantee, Fuzhou will focus on building a manufacturing base for the entire industry chain, advancing the R&D and manufacturing of equipment such as hydrogen refueling machines, control valve groups, hydrogen compressors, and liquid (gaseous) hydrogen storage tanks, and achieving a comparative advantage in hydrogen energy equipment and hydrogen fuel cell manufacturing. Xiamen will focus on actively undertaking innovative resources from advanced regions, conducting key technology research on electrolytic water hydrogen production equipment and key core materials, solid-state hydrogen storage, fuel cells, and complete vehicles, breaking through missing links in the industry chain, and enhancing the production capacity of hydrogen fuel cell complete vehicles. Zhangzhou will focus on building demonstration projects for green hydrogen and hydrogen-based green fuels in the Gulei Port Economic Development Zone, creating a production base for green hydrogen and hydrogen-based green fuels in Fujian Province, and expanding diversified demonstration application scenarios nearby. Encourage the two core cities of Fuzhou and Xiamen to give priority to carrying out demonstration applications of hydrogen energy in the transportation sector.

A coastal hydrogen energy economic corridor: Leveraging the advantages of coastal location resources and early innovation, build a characteristic coastal hydrogen energy economic corridor in Fujian Province, with Fuzhou and Xiamen as the cores driving the development of industries such as fuel cell vehicle and spare parts manufacturing, and hydrogen fuel power generation equipment in coastal cities including Putian, Quanzhou, Zhangzhou, and Ningde. Strengthen the construction of infrastructure such as hydrogen production plants, hydrogen purification, and hydrogen-based ship fuel refueling along the coastal hydrogen energy economic corridor, as well as the establishment of hydrogen energy application scenarios in ports and ships.

A Hydrogen Refueling Network: Based on the relatively mature demonstration applications of the "two cores and one guarantee" model, we will reasonably coordinate and moderately advance the layout of hydrogen refueling stations in accordance with the development plan that expands from individual points to comprehensive coverage, from dedicated to public use, and from urban to intercity areas. This will form a hydrogen refueling network that radiates across the entire province, enabling the demonstration application of hydrogen energy in inland cities such as Sanming, Longyan, and Nanping, and driving the development of supporting industries.
